What is the Resilience-Building Leader Program?

Resilience-Building Leader Program (RBLP®) is the credentialing body for the Resilience-Building Leadership Professional® certifications. Our mission is to certify leaders to build and lead resilient teams.


Why was Resilience-Building Leader Program founded?

For decades, employers have relied on a variety of management certifications to ensure that employees understood the basics of project management, human resource management, and IT management. Resilience-Building Leader Program was founded in January 2018 by Dr. Gene Coughlin to fill a critical need for leader certifications in the training and education marketplace. We are the only nationally-recognized leader certification program.


Are the leadership certifications nationally recognized?

Our leadership certifications are recognized by the Department of Labor and listed in the CareerOneStop Certification Finder. CareerOneStop is a comprehensive resource for job seekers, career professionals, students, and employers. The site’s main purpose is to provide tools and information to support various stages of career development, job searching, and workforce planning.

Our leadership certifications are approved by the Department of Veteran Affairs for GI Bill® reimbursement. They are also approved by the Department of Defense for the Credentialing Opportunities Online (COOL) program for military service members and DoD civilians.

Resilience-Building Leadership Professional Coach (RBLP Coach) is our leadership certification for experienced managers. The RBLP Coach certification exam assesses the knowledge and skills required to create a positive climate, develop cohesion, provide purpose, and facilitate team learning.

People who earn the RBLP Coach certification are qualified to coach teams through the cycle of experiential learning to solve problems, implement change, continuously improve, and innovate in the workplace.is our coach certification for managers. Is RBLP Trainer certification right for me?

Resilience-Building Leadership Professional Trainer (RBLP Trainer) is our leadership certification for senior managers. The RBLP Trainer certification exam assesses the knowledge and skills required to create a positive climate, develop cohesion, provide purpose, facilitate team learning, and support organizational learning.

The RBLP Trainer certification is required to teach exam prep courses for our Authorized Training and Education Partners.is our trainer certification for senior managers. People who earn this certification are qualified to facilitate authorized training courses that prepare people for our certification exams.

Am I required to start with RBLP certification?

No. You can start at the level you are qualified for.


How do I get started?

The first step is to apply for certification. Our application takes less than 10 minutes to complete. When you apply, our team will reach out via email and/or text to assist you with any questions you have about the exam prep training and the leader certification exams.


Will my employer pay for the certification?

Maybe. Lot’s of organizations will reimburse employees for professional development courses and nationally recognized certification exams. Use these templates to request exam prep training course and certification exam fee reimbursement from your employer.


FAQs about Exam Prep Training


What is the exam prep curriculum?

We developed an exam prep course curriculum for the RBLP, RBLP Coach, and RBLP Trainer certification exams. We license our curriculum to training companies, colleges, and universities across the U.S. and Canada.

The course curriculum is designed to “flip” the classroom. Outside the classroom, students are expected to complete reading assignments and answer reflection questions about their unique leader/follower experience. Inside the classroom, instructor-led discussion of the leader tasks and supporting knowledge/skills relevant to each competency domain ensures that students are well-prepared to sit for the RBLP, RBLP Coach, and RBLP Trainer certification exams.


What is the education/training requirement for RBLP certification?

Applicants for RBLP certification must complete an instructor-led exam prep course (3 modules) offered by our network of Authorized Training and Education Partners.


What is the education/training requirement for RBLP Coach certification?

Applicants for RBLP Coach certification must complete an instructor-led exam prep course (5 modules) offered by our network of Authorized Training and Education Partners.


What is the education/training requirement for RBLP Trainer certification?

Applicants for RBLP Trainer certification must complete an instructor-led exam prep course (7 modules) offered by our network of Authorized Training and Education Partners.


FAQs about Government Employees Funding Options


Can my Federal agency pay for training and exams using SF-182 and GPCC?

U.S. Federal government employees can pay for the Resilience-Building Leadership Professional series of leader certifications and the Building and Leading Resilient Teams training courses using Standard Form 182 (Request, Authorization, Agreement, and Certification for Training) and the Government Purchase Charge Card (GPCC).

Each agency of the U.S. Federal Government publishes its own guidance on using SF-182 and GPCC. Most state and local agencies and departments have a similar process and forms.

Does the Army pay for the certification exams?

Yes. The Army COOL/CA program funds RBLP, RBLP Coach, and RBLP Trainer certification exam fees. The Army also pays for the exam prep courses that prepare people to take the certification exams. Visit Army COOL/CA to learn more about Active, Reserve, and National Guard eligibility.

Our understanding is that Army enlisted, officers, and some civilians employees are eligible for COOL/CA funding. Army units can pay for exam prep training and certification exams with unit funding (SF182).


Does the Air Force pay for the certification exams?

Yes. The Air Force COOL program funds RBLP, RBLP Coach, and RBLP Trainer certification exam fees. The Air Force also pays for the exam prep courses that prepare people to take the certification exams. Visit Air Force COOL to learn more about Active, Reserve, and Air National Guard eligibility.

Our understanding is that Air Force enlisted and some civilian employees are eligible for COOL funding. Air Force units can pay for exam prep training and certification exams with unit funding (SF182).


Does the Coast Guard pay for the certification exams?

Yes. The Coast Guard COOL program funds RBLP, RBLP Coach, and RBLP Trainer certification exam fees. The Coast Guard also pays for the exam prep courses that prepare people to take the certification exams. Visit Coast Guard COOL to learn more about Active and Reserve eligibility.

Our understanding is that Coast Guard enlisted, officers, and some civilian employees are eligible for COOL funding. Coast Guard units can pay for exam prep training and certification exams with unit funding (SF182).


Does the Marine Corps pay for the certification exams?

Yes. The Marine Corps COOL program funds RBLP, RBLP Coach, and RBLP Trainer certification exam fees. Unfortunately, the Marine Corps doesn’t pay for exam prep training for any certifications. Visit Marine Corps COOL to learn more about Active and Reserve eligibility.

Our understanding is that Marine Corps enlisted and some civilian employees are eligible for COOL funding. Marine Corps units can pay for exam prep training and certification exams with unit funding (SF182).


Does the Navy pay for the certification exams?

No. The Navy is the only service that does not pay for our certification exams. Our understanding is that some Navy civilian employees are eligible for COOL funding. Navy units can pay for exam prep training and certification exams with unit funding (SF182).


How does the military rank structure correlate to the RBLP, RBLP Coach, and RBLP Trainer levels of certification?

In general, we recommend the following correlation:

RBLP certification

Serving in paygrades E6-E7, W1-W2, O1-O2.

RBLP Coach certification

Serving in paygrades E7-E8, W2-W4, O2-O3.

RBLP Trainer certification

Serving in paygrades E8-E9, W4-W5, O3-O5.

Keep in mind that these are only recommendations. Some military personnel serve in billets above their paygrade or are eligible/selected for the next paygrade. Reserve and Guard personnel should apply for the level of certification applicable to their civilian employment.


FAQs about GI Bill® Reimbursement


How does GI Bill reimbursement work?

The GI Bill® reimburses eligible military personnel and veterans for the cost of the RBLP, RBLP Coach, and RBLP Trainer leader certification exams. Complete this VA Form 22-0803 for the RBLP exam, RBLP Coach exam, and RBLP Trainer exam fee reimbursement and upload through QuickSubmit on AccessVARequest. Include copies of your exam results email and payment receipt.

If you get exam prep training from one of our GI Bill approved colleges or universities, use the VBA-22-10272 Application for Reimbursement of Prep Course for Certification Test form to request reimbursement of exam prep course fees.

We are not a membership organization. There are no membership fees to join our community of practice. What’s that? A community of practice is a group of people bound together by what they have learned through mutual interest and engagement in a particular activity. The RBLP Community of Practice is bound together by a shared interest in Building and Leading Resilient Teams.

Our office hours are Mon-Thu: 9am – 4pm PT and Fri: 9am – 1pm PT. We work hard around here, so we take a half-day off every Friday.

Is Resilience-Building Leader Program accepting applications for the Exam Administrator positions?

We do not accept applications for the exam administrator positions. To be qualified, a person must have 20+ years of leadership experience, an RBLP Trainer certification, and a terminal degree (i.e. PhD, EdD, DBA). We know who they are and we recruit them as needed.


Does Resilience-Building Leader Program participate in the DoD Skillbridge program?  

We previously provided internship opportunities to transitioning military personnel via the Skillbridge program from 2020 to 2021. It’s an excellent program and the eight interns we hosted did an outstanding job for us. However, we are sourcing interns from other sources now. We may participate in Skillbridge again in the future.
