What is the Resilience-Building Leader Program?

Resilience-Building Leader Program (RBLP®) is the credentialing body for the Resilience-Building Leadership Professional® certifications. Our mission is to certify leaders that know how to build and lead resilient teams.


Why was Resilience-Building Leader Program founded?

For decades, employers have relied on a variety of management certifications to ensure that employees understood the basics of project management, human resource management, and IT management. Resilience-Building Leader Program was founded in January 2018 by Dr. Gene Coughlin to fill a critical need for leader certifications in the training and education marketplace. We are the only nationally-recognized leader certification program.


Are the certifications nationally recognized?

Yes. Thousands of people that now work at the best companies in the U.S. and abroad have earned our leader certifications. Colleges and universities across the U.S. and Canada teach the Building and Leading Resilient Teams course that prepares people to take our certification exams. Our leader certifications are recognized by the Department of Labor and listed in the CareerOneStop Certification Finder.

Our leader certifications are also approved by the Department of Defense for the Credentialing Opportunities Online (COOL) program for military service members. Our certifications are approved by the Department of Veteran Affairs for G.I. Bill® reimbursement.

FAQs about our Leader Certification Levels


Is RBLP certification right for me?

Resilience-Building Leadership Professional (RBLP) is our core leader certification. Supervisors and above are eligible.

People who earn the Resilience-Building Leadership Professional (RBLP) certification are qualified to build and lead resilient teams in the workplace by creating a positive climate, developing cohesion, and providing purpose.

Applicants for RBLP leader certification must have at least three years of work and/or college experience.


Is RBLP-C certification right for me?

Resilience-Building Leadership Professional Coach (RBLP-C) is our Coach certification. Managers and above are eligible.

People who earn the Resilience-Building Leadership Professional Coach (RBLP-C) certification are qualified to build and lead resilient teams in the workplace by creating a positive climate, developing cohesion, providing purpose, and facilitating team learning.

RBLP-C certified leaders are also qualified to provide leadership coaching to supervisors and other managers in the workplace.


Is RBLP-T certification right for me?

Resilience-Building Leadership Professional Trainer (RBLP-T) is our Trainer certification. Senior managers are eligible.

People who earn the Resilience-Building Leadership Professional Trainer (RBLP-T) certification are qualified to build and lead resilient teams in the workplace by creating a positive climate, developing cohesion, providing purpose, facilitating team learning, and supporting organizational learning.

RBLP-T certified leaders are also qualified to provide leadership coaching to managers and other senior managers in the workplace. RBLP-T certified leaders can provide exam prep training for the RBLP, RBLP-C, and RBLP-T certification exams.


Am I required to start with RBLP certification?

No. You can start at the level you are qualified for.


How do I get started?

The first step is to Apply for Certification. Our application takes less than 10 minutes to complete. When you apply, our team will reach out via email and/or text to assist you with any questions you have about the exam prep training and the leader certification exams.


Will my employer pay for the certification?

Maybe. Lot’s of organizations will reimburse employees for professional development courses and nationally recognized certification exams. Use these templates to request exam prep training course and certification exam fee reimbursement from your employer.

What is the Building and Leading Resilient Teams curriculum?

Resilience-Building Leader Program developed the Building and Leading Resilient Teams curriculum that prepares people to take the RBLP, RBLP-C, and RBLP-T certification exams. We license our curriculum to colleges, universities, and training companies across the U.S. and Canada.

The Building and Leading Resilient Teams curriculum is designed to “flip” the classroom. Outside the classroom, students complete reading assignments and answer reflection questions about their unique leader/follower experience. Inside the classroom, students participate in an instructor-led group discussion of the leader tasks and supporting concepts.


What is the education/training requirement for Resilience-Building Leadership Professional (RBLP) certification?

Applicants for RBLP certification can complete an instructor-led exam prep course. The online Building and Leading Resilient Teams (3 modules for RBLP exam prep) courses offered by our growing network of Training and Education Partners meet this requirement.

Applicants for RBLP certification can also study on their own using the RBLP Exam Prep Study Tool for on $24.95 for a month of access. The Study Tool uses spaced repetition technology and includes quizzes with scenario-based questions that test your knowledge. Flashcards of key terms and ideas, audio versions of the lesson plans, and additional bonus video content are also included.


What is the education/training requirement for Resilience-Building Leadership Professional Coach (RBLP-C) certification?

Applicants for RBLP-C certification must complete an instructor-led exam prep course. The online Building and Leading Resilient Teams (5 modules for RBLP-C exam prep) courses offered by our growing network of Training and Education Partners meet this requirement.


What is the education/training requirement for Resilience-Building Leadership Professional Trainer (RBLP-T) certification?

Applicants for RBLP-T certification must complete an instructor-led exam prep course. The online Building and Leading Resilient Teams (7 modules for RBLP-T exam prep) courses offered by our growing network of Training and Education Partners meet this requirement.


Where can find the list of colleges and universities teach the exam prep courses?

We authorize 4-year colleges and universities to teach instructor-led Building and Leading Resilient Teams courses (3, 5, and 7 modules) that prepare people for the RBLP, RBLP-C, and RBLP-T certification exams.

We also authorize 2-year community and technical colleges to offer these courses as Workforce Innovation and Opportunity Act (WIOA) approved and funded training opportunity.

We authorize training companies to teach instructor-led Building and Leading Resilient Teams courses (3, 5, and 7 modules) that prepare people for the RBLP, RBLP-C, and RBLP-T certification exams.

FAQs about Military Credentialing Assistance (CA)


Does the Army pay for the certification exams?

Yes. The Army COOL/CA program funds RBLP, RBLP-C, and RBLP-T certification exam fees. The Army also pays for the exam prep courses that prepare people to take the certification exams. Visit Army COOL/CA to learn more about Active, Reserve, and National Guard eligibility. Our understanding is that Army enlisted, officers, and some civilians employees are eligible for COOL/CA funding.

Army units can pay for exam prep training and certification exams with unit funding (SF182). Our partners below are Army approved to provide the exam prep course.


Does the Air Force pay for the certification exams?

Yes. The Air Force COOL program funds RBLP, RBLP-C, and RBLP-T certification exam fees. The Air Force also pays for the exam prep courses that prepare people to take the certification exams. Visit Air Force COOL to learn more about Active, Reserve, and Air National Guard eligibility. Our understanding is that Air Force enlisted and some civilian employees are eligible for COOL funding.

Air Force units can pay for exam prep training and certification exams with unit funding (SF182). Our partners below are Air Force approved to provide the exam prep course.


Does the Coast Guard pay for the certification exams?

Yes. The Coast Guard COOL program funds RBLP, RBLP-C, and RBLP-T certification exam fees. The Coast Guard also pays for the exam prep courses that prepare people to take the certification exams. Visit Coast Guard COOL to learn more about Active and Reserve eligibility. Our understanding is that Coast Guard enlisted, officers, and some civilian employees are eligible for COOL funding.

Coast Guard units can pay for exam prep training and certification exams with unit funding (SF182). Our partners below are Coast Guard approved to provide the exam prep course.


Does the Marine Corps pay for the certification exams?

Yes. The Marine Corps COOL program funds RBLP, RBLP-C, and RBLP-T certification exam fees. Unfortunately, the Marine Corps doesn’t pay for exam prep training for any certifications. Visit Marine Corps COOL to learn more about Active and Reserve eligibility. Our understanding is that Marine Corps enlisted and some civilian employees are eligible for COOL funding.

Marine Corps units can pay for exam prep training and certification exams with unit funding (SF182). Some of our partners offer special pricing on the exam prep course for Marines.


Does the Navy pay for the certification exams?

No. The Navy is the only service that does not pay for our certification exams. Our understanding is that some Navy civilian employees are eligible for COOL funding. Navy units can pay for exam prep training and certification exams with unit funding (SF182).


How does the military rank structure correlate to the supervisor (RBLP), manager (RBLP-C), and senior manager (RBLP-T) levels of certification?

In general, we recommend the following correlation:

RBLP certification

Serving in or eligible for paygrades E4-E5.

RBLP-C certification

Serving in or eligible for paygrades E6-E7, W1-W2, O1-O2.

RBLP-T certification

Serving in or eligible for paygrades E8-E9, W3-W5, O3 and above.

Keep in mind that these are only recommendations and some military personnel serve in billets above their paygrade. Reserve and Guard personnel may apply for the level of certification applicable to their civilian employment.

Our certification exams assess your factual (what), conceptual (why), and procedural knowledge (how) of these leader competencies.

Resilience-Building Leader Program has an A+ rating with the Better Business Bureau.


Is Resilience-Building Leader Program a membership organization?

We are not a membership organization. There are no membership fees to join our community of practice. What’s that? A community of practice is a group of people bound together by what they have learned through mutual interest and engagement in a particular activity. The RBLP Community of Practice is bound together by a shared interest in Building and Leading Resilient Teams.

Our office hours are Mon-Thu: 9am – 4pm PT and Fri: 9am – 1pm PT. We work hard around here, so we take a half-day off every Friday.


What state is Resilience-Building Leader Program incorporated in?

Resilience-Building Leader Program is incorporated in the state of Delaware.


Is Resilience-Building Leader Program accepting applications for the Exam Administrator positions?

We do not accept applications for the exam administrator positions. To be qualified, a person must have 20+ years of leadership experience, an RBLP-T certification, and a terminal degree (i.e. PhD, EdD, DBA). We know who they are and we recruit them as needed.


Does Resilience-Building Leader Program participate in the DoD Skillbridge program?  

We previously provided internship opportunities to transitioning military personnel via the Skillbridge program from 2020 to 2021. It’s an excellent program and the eight interns we hosted did an outstanding job for us. However, we are sourcing interns from other sources now. We may participate in Skillbridge again in the future.


Is Resilience-Building Leader Program registered to do business with the U.S. Federal Government?
